Consecuentemente con las tradiciones culturales y las posiciones más avanzadas de la Pedagogía en Cuba, el gobierno revolucionario garantiza que todas las personas alcancen el máximo desarrollo de sus potencialidades integralmente mediante las diferentes expresiones de la cultura, siendo la promoción sociocultural una vía expedita, aunque no la única, para contribuir a ese propósito por ser un proceso devenido de la práctica social de los seres humanos para resolver, entre otras, las necesidades de comunicación, participación y adaptación a las cambiantes formas de la realidad social, que de manera dialéctica y compleja contribuye al desarrollo individual y social al favorecer la relación estable de las personas y de los diferentes grupos sociales, con las múltiples expresiones de la cultura.
